Childcare Education and Training Support Programme (CETS)

The purpose of the programme is to support parents on eligible ETB/Solas training courses, by providing subsidised childcare places. CETS is administered on behalf of the Department of Education. Places can be full-time, part-time, after-school only or after-school with pick up. ETB/Solas have sole responsibility for deciding who is eligible to avail of the CETS Programme.

How is Childcare Reduced?

Under the CETS Scheme, the DCYA pays a capitation to the Early Years (Childcare) Service. The Early Years (Childcare) Service may charge the parent a top-up. The DCYA has set limits for Top-Ups.

How to apply

To apply for a place, the parent must obtain a letter from the local Education Training Board (ETB) or Solas and present this to an Early Years (Childcare) Service participating in CETS. A list of participating services is available from Limerick Childcare Committee.

If the Early Years Service can accommodate the child, the service then makes an application for a place to Limerick Childcare Committee. To make an application the service will require the parent to provide:

  • A letter of eligibility from the local ETB or Solas.  The letter must include the following information:
    • Name of parent
    • Name of eligible course
    • Start date of the course
    • End date of the course and/or the number of weeks of the course
    • Confirmation that they are eligible for subsidised childcare under the CETS programme for this course
  • Proof of PPSN for parent and for each child
  • The parent and Early Years Service must complete a TEC Pre-Registration Form.  This form is available from the Early Years Service.

It is important to note that there are a limited number of CETS places available nationally, as such, it is possible that a parent who is eligible may not get a place, as it is a first come, first served basis.

Fee Payment Policy and Calendar of Open Days

The Early Years (Childcare) Service must provide the parent with a copy of the following:

A CETS Service Fees Information Letter – this will state the top-up amount they have chosen to charge the parent.  It also includes details of Optional Extras which the service offers.

A CETS Calendar –  this states the dates (inclusive) that the service will be open and the specific dates on which the service will be closed.
